It's a park, sort of. it's a narrow walkway that used to be rail tracks. Pretty innovative and hugely popular. Avoid weekends if you can, as it gets crowded, and benches are few and far between.

Skip the lines and admission fee of the Statue of Liberty and instead take the free roundtrip ferry cruise to Staten Island. There are museums there, or you can just stay on and ride right back.
