In the shopping mall called, The One, at the 23rd floor is the Wooloo Mooloo with its nice cocktails and GORGEOUS view of Hong Kong sky line. Better when sun goes down around 6:30PM

Best place for best view w fine dinning, the seafood platter is way more awesome than the steak tho.
