My recommendation is to take the funicular to go to the amusement park, spend a couple of hours, and then take the walking path to go down to the city (hidden behind the parking lot) which is going directly to Mtatsminda Pantheon. Very nice view on the mountain. The interior is very nice, watch out for the tombs of famous writers on the ground.

Гора святого Давида (Мтацминда), где находится пантеон грузинских писателей и общественных деятелей. Здесь похоронены А.Грибоедов с супругой Н.Чавчавадзе. Quite nice with interesting headstones Nice and quiet atmosphere. Interesting headstones, even though not so many. The place also has unique and dangerous-looking benches nearby. I would say the place is even worth the climb if you're interested in graveyards like High gate, especially if you're going uphill to the TV tower.
